KUALA LUMPUR, 22 August 2025 – The government has reaffirmed its commitment to the Bumiputera socio-economic empowerment agenda under the Bumiputera Economic Transformation Plan 2035 (PuTERA 35), with the framework set to remain central in the 13th Malaysia Plan (13MP).
Finance Minister II Datuk Seri Amir Hamzah Azizan, who is also performing the duties of the economy minister, told Parliament that the approach ensures no community is left behind as the government intensifies efforts to eradicate poverty nationwide. He emphasised that while constitutional provisions give special recognition to Bumiputera advancement, the broader objective of 13MP is to fight poverty comprehensively across all ethnicities.
“The government has always abided by what is enshrined in the Constitution, ensuring the Bumiputera agenda is safeguarded. At the same time, poverty eradication will be pursued holistically, covering all Malaysians regardless of race or religion,” Amir Hamzah said when winding up the debate on the 13MP motion in the Dewan Rakyat.
He stressed that the continuation of Bumiputera affirmative action does not come at the expense of inclusivity. Instead, the 13MP framework will align with needs-based policies, targeting assistance to communities most affected by socio-economic disparities. The government’s vision, he added, is to foster equitable opportunities, enhance social mobility and uplift overall well-being through a multi-dimensional development agenda.
“This effort will benefit all target groups in need, including the Bumiputera, Orang Asli, Sabah and Sarawak natives, as well as the Indian and Chinese communities,” he said.
The 13MP thus positions itself as both a protector of Bumiputera constitutional rights and a driver of inclusive growth, striking a balance between long-standing affirmative action and the realities of Malaysia’s diverse socio-economic landscape.
