Perlindungan Tenang Voucher 3.0 Extends Affordable Insurance Access to STR Households

PUTRAJAYA, 2 September 2025 – Beginning 1 September 2025, Malaysians receiving the government’s Sumbangan Tunai Rahmah (STR) can redeem a RM30 voucher subsidised under the Perlindungan Tenang Voucher 3.0 (PTV3.0) programme. The scheme is designed to make insurance and takaful products more affordable, with eligibility covering products that carry annual premiums or contributions of at least RM50.

This initiative marks the government’s latest push to strengthen social protection, particularly for low-income households. With RM60 million allocated under Budget 2025, the MADANI Government—working hand-in-hand with the insurance and takaful industry—aims to widen coverage for vulnerable communities while easing the financial burden of risk management.

A Broader Safety Net

PTV3.0 is not a standalone programme but part of a wider framework to reinforce Malaysia’s social safety net. It complements health-focused schemes such as the MADANI Medical Scheme and PeKa B40, ensuring that households most exposed to economic and health shocks have access to protection.

Prime Minister and Finance Minister YAB Dato’ Seri Anwar Ibrahim underscored the initiative’s importance to the nation’s inclusive growth agenda.

“PTV3.0 reflects the MADANI Government’s commitment to uplifting the quality of life, as envisioned under the MADANI Economy framework. A nation can only rise together when every household receives proper protection. This initiative restores dignity and builds resilience across society,” he said.

He further emphasised that health and financial protection should not be privileges reserved for a few:

“Through PTV3.0, the MADANI Government is determined to expand access for all. Security in health and safety must never be a luxury enjoyed by certain groups only.”

Targeted and Accountable Distribution

In line with its principle of targeted assistance, the Ministry of Finance (MoF) will enforce identity verification protocols to ensure vouchers are distributed only to legitimate and eligible STR recipients.

Redemption is also available through participating agents, distributors, and service providers nationwide.

A Step Towards Financial Resilience

By extending subsidised access to insurance and takaful, the government is also fostering long-term financial literacy and resilience among Malaysians. For low-income households, such protection can serve as a critical buffer against unexpected crises, ranging from medical emergencies to income disruptions.

The rollout of PTV3.0 signals a continuing shift toward public–private collaboration in social welfare, with the insurance and takaful industry playing a frontline role in ensuring financial protection reaches those who need it most.
