Kuala Lumpur, 5 November 2026 – The Securities Commission Malaysia issued a public statement expressing its opinion that Shen Hengbao’s retention as chief executive officer of HB Global Ltd was prejudicial to the public interest. The statement follows its 29 October rejection of a review application, which left earlier sanctions, including a RM1.26 million penalty on Shen, in place.
For investors in Malaysian listed companies, the case concerns the reliability of published accounts and the responsibility of senior management for disclosures. It should not be read as a newly imposed November fine or an announcement that Shen has now been dismissed. His resignation had already been disclosed with effect from 30 October, a chronology that is separate from the regulator’s statement.
