Hong Kong’s Hot Air Balloon Festival Faces Backlash as Rides Suspended Amid Scorching Heat

Hong Kong, September 5, 2025 — What began as a whimsical attraction above Central Harbourfront quickly deflated—literally and figuratively—for organisers of the AIA International Hot Air Balloon Festival. Following the dramatic suspension of its tethered balloon rides due to licensing lapses and sweltering temperatures, the festival has now received multiple complaints from disappointed visitors and drawn scrutiny from the city’s consumer watchdog.

On Friday, the Consumer Council confirmed receipt of nine complaints, collectively seeking compensation of HK$16,933 (US$2,171), with the highest individual claim at HK$4,956. While the council expressed deep concern about the disruption, it stated that it is diligently following up with the organisers to address public grievances.

The fallout began on Thursday evening, when festival officials issued a public apology for suspending the tethered rides after failing to secure the necessary permit. As a goodwill gesture, ticket holders were promised a complimentary return visit to the carnival.

But by Friday morning, the heat became a second challenge. Under the relentless 35°C (95°F) sun, all display balloons were deflated to avoid potential safety risks. A broadcast announcement at the venue cited the extreme weather as the reason.

For many visitors, the surprise cancellation of both tethered rides and balloon displays cast a shadow over what was meant to be a festive outdoor spectacle. With authorities now involved and public frustration mounting, organisers find themselves in a delicate balancing act: managing safety concerns, regulatory compliance, and the expectations of an eager crowd seeking light-hearted escape.
