SC Wins Appeal to Reinstate Garnishee Order in WCT Insider Trading Case

KUALA LUMPUR, 26 May 2026 – The Securities Commission Malaysia has won an appeal at the Kuala Lumpur High Court to reinstate a garnishee order against former WCT Berhad Deputy Managing Director Goh Chin Liong and Ara Holdings Sdn Bhd director Leong Ah Chai, paving the way for the regulator to recover a total judgment sum of RM5.83 million linked to insider trading breaches.

The High Court allowed the SC’s appeal and ordered that the garnishee order nisi against Goh and Leong be made absolute. The decision enables the regulator to proceed with enforcement steps to recover the judgment sum arising from a 2022 civil enforcement finding that both men were liable for insider trading under the Capital Markets and Services Act 2007.
