BAKU, 19 November 2025 — Malaysia has reaffirmed its commitment to shaping global dialogue and action towards a more inclusive digital future, announced Communications Minister Datuk Fahmi Fadzil in Baku, Azerbaijan. The minister emphasized that digital inclusion is a fundamental right and outlined Malaysia’s vision of “Inclusivity for an Equitable Future.”
Speaking at an international telecommunications forum, Fahmi said Malaysia intends to play a proactive role in the agenda of the International Telecommunication Union (ITU), as the country sets its sights on re-election to the ITU Council for the 2027-2030 term.
Key Priorities for Malaysia’s Digital Agenda
The minister highlighted several priorities that Malaysia will advance within the global digital ecosystem:
- Digital access as a right: Malaysia’s “Inclusivity for an Equitable Future” framework stresses that connectivity and digital literacy must be available to all, not a privilege.
- Strengthening cybersecurity and digital trust: Fahmi emphasised the need to safeguard citizens in the online environment and build trust in digital services as part of inclusive growth.
- Regional and multi-stakeholder cooperation: Malaysia plans to work closely with regional partners and private-sector stakeholders to ensure no one is left behind in the digital transformation.
Implications for Asia and Malaysia’s Digital Future
For Malaysia and the broader ASEAN region, the reaffirmation signals a couple of important shifts:
- The country is positioning itself not just as a recipient of digital investments but as a contributor to global policy frameworks, especially in telecommunications and digital inclusivity.
- As global digital competition increases, Malaysia’s focus on inclusive frameworks and trust-centric infrastructure may help attract responsible investment in digital economy sectors.
- For regional businesses and investors, the emphasis on inclusion and connectivity means growth opportunities in infrastructure, digital empowerment and bridging urban-rural digital divides.
What to Watch Going Forward
Key areas to monitor include:
- Whether Malaysia successfully secures the ITU Council seat (2027-2030 term) and how that may enhance its global digital leadership.
- Implementation progress of policies aimed at digital inclusion, particularly broadband access, digital skills and cyber-resilience programs.
- How private-sector and regional partnerships evolve to support Malaysia’s inclusive digital agenda and broader Southeast Asia connectivity goals.
