Petaling Jaya, Malaysia, 17 August 2026 – Malaysia’s proposed Freedom of Information Bill 2026 would rank among the world’s weakest right-to-information laws if enacted without major amendments, intensifying scrutiny of its access conditions, penalties and oversight structure.

The Centre for Law and Democracy awarded the bill 47 points out of a possible 150 under its global rating methodology. That score would place Malaysia 137th among 142 assessed countries, tied with the Philippines and far behind Indonesia’s 100-point score.
