Washington, United States, 31 October 2026 – HKT (International) Limited has agreed to discontinue domestic and international telecommunications services to and within the United States under a consent decree with the Federal Communications Commission (FCC). HKT must file to end the services within 30 days and complete its US exit by 1 September 2027. The regulator will not continue the revocation proceeding. The FCC’s earlier security and affiliation concerns were regulatory claims, not findings of wrongdoing.
For Asian companies and investors, the agreement shows how licensing and geopolitical review can shape access to a major market alongside customer demand and commercial strategy. This is a company-specific exit, not a blanket ruling on Hong Kong telecom operators. The disclosed timetable is clear, but the report did not quantify affected customers, revenue or the financial cost of leaving the US. Those limits matter when assessing implications for HKT and its parent, PCCW Limited.
