Malaysia Boosts Power Grid Security with Digital Monitoring to Combat Electricity Theft

Kuala Lumpur, 25 February 2026 – Malaysia is strengthening its electricity distribution network with expanded digital monitoring technologies to detect power theft and improve real-time oversight across the national grid, authorities told lawmakers in Dewan Rakyat.

The initiative reflects growing efforts by the Ministry of Energy Transition and Water Transformation and regulatory agencies such as the Energy Commission Malaysia to modernise the country’s power infrastructure through smart technologies that help utilities and regulators better understand and manage electricity flows.

Smart Meters and Distribution Monitoring Tools

Since 2021, Malaysia has rolled out a combination of smart meters and distribution transformer monitoring systems throughout the grid. These technologies offer enhanced visibility at both the household and grid levels, allowing data to be collected and transmitted in near real time, a significant step beyond traditional manual meter readings.

Smart meters, which automatically communicate consumption data back to central systems, enable energy managers to quickly identify spikes or irregular patterns that could signal illegal connections or tampering. Officials said that the expanded monitoring capability has improved theft detection and supports more targeted enforcement.

Enhanced Detection and Enforcement

According to parliamentary briefings, the deployment of advanced metering infrastructure has led to an increase in identified electricity theft cases, reflecting improved detection rather than necessarily higher levels of wrongdoing. Between 2021 and 2025, thousands of irregular usage patterns were flagged, with associated financial losses estimated in the tens of millions of ringgit.

Authorities noted that smart surveillance enables them to compare energy distributed through transformers with recorded usage at end-user points, making discrepancies easier to isolate and investigate.

Supporting Technologies and Broader Digitalisation

In addition to smart meters, enforcement teams are leveraging drones and portable thermal imaging devices to detect unusual heat signatures, which can indicate high-consumption equipment connected without proper authorisation. These digital tools are part of a broader trend in Malaysia’s energy sector toward integrating advanced analytics, digital sensors and grid monitoring systems to enhance efficiency and reliability.

Such digitalisation helps not only in tackling theft but also in improving billing accuracy, supporting more transparent tariff structures and better aligning charges with actual consumption.

Towards a More Resilient Grid

Officials stressed that digital monitoring technologies form a key part of national efforts to modernise the electricity distribution system. With more than five million smart meters installed across Peninsular Malaysia, the country is moving toward a data-driven grid that can adapt to evolving demands and sustainability goals.

This approach aligns with broader digital transformation trends in Malaysia’s power sector, where smart technologies are increasingly deployed to enhance grid resilience, support renewable integration and improve operational transparency, laying the groundwork for a more efficient, secure and future-ready energy ecosystem.
