KUALA LUMPUR, 05 November 2025 – Microsoft has unveiled Southeast Asia 3 in Johor Bahru, its second cloud region in Malaysia, as part of a US$2.2 billion investment to boost AI. The investment underscores Malaysia’s growing importance as a regional hub for AI and digital innovation, while accelerating Microsoft’s mission to empower businesses and communities across Southeast Asia.
When operational, SEA3 will deliver Microsoft’s most comprehensive cloud capabilities, spanning AI, analytics, and next-generation data management, to support rising demand for trusted digital infrastructure. The new region complements Microsoft’s Malaysia West cloud region, launched earlier this year in Greater Kuala Lumpur, extending the company’s global network of over 70 Azure regions.
Malaysia’s Minister of Digital, Gobind Singh Deo, said the development reflects Malaysia’s progress in building a competitive and secure digital economy.
“This milestone underscores Malaysia’s continued progress in the digital economy. We are pleased to collaborate with Microsoft as a trusted technology partner in strengthening Malaysia’s position as a reliable regional hub for digital assets,” he said.
Judson Althoff, Microsoft’s Chief Commercial Officer, emphasized the potential of Southeast Asia as a driver of global innovation.
“Our expanded investment reflects Microsoft’s commitment to helping governments, businesses, and communities innovate responsibly, build with confidence, and accelerate their AI transformation journey,” he said during the company’s AI Tour in Kuala Lumpur.
Beyond infrastructure, Microsoft is embedding sustainability and community initiatives into the Johor development. Guided by its Datacenter Community Pledge, the company is launching the Skills2Work Datacenter Foundations Program in partnership with Universiti Teknologi Malaysia and The Asia Foundation to equip 150 graduates with hands-on training and job readiness for careers in data center management. Microsoft is also collaborating with UNDP Malaysia and BPEN Johor to train 200 trainers from 20 social enterprises, which is expected to reach an estimated 10,000 community members.
Environmental stewardship remains central to the project. The upcoming cloud region will adopt renewable biofuel-powered backup generators, a closed-loop cooling system that eliminates continuous water consumption, and rainwater harvesting systems in 42 Johor schools in collaboration with CLEAN International and Water Watch Penang, benefiting more than 20,000 people. Additionally, Microsoft is partnering with WWF Malaysia and Belia Prihatin to restore mangrove ecosystems in Kampung Sungai Melayu and the Perapat River, supporting sustainable fisheries and eco-tourism.
The SEA3 region will serve as a key enabler for Malaysia’s AI transformation, empowering local organizations to scale innovation. Among them, AFFIN Group became the first bank in Asia Pacific to launch a cloud-native core banking platform on Microsoft Azure, while PETRONAS is embedding AI across its operations to enhance decision-making and drive sustainable growth. RHB Bank, meanwhile, has integrated Azure OpenAI within Microsoft Teams to streamline processes and improve service delivery through bilingual automation in English and Bahasa Malaysia.
To ensure inclusive transformation, Microsoft continues to invest in digital upskilling through its AI for Malaysia’s Future (AIForMYFuture) initiative, which aims to train 800,000 Malaysians in AI-related skills by the end of 2025. As of October, more than 734,000 individuals across government, industry, and communities have benefited.

In May, Microsoft also unveiled BINA AI Malaysia, an initiative to accelerate AI adoption nationwide through the National AI Innovation Center (NAIC), established with EY, the National AI Office, and the PETRONAS Leadership Centre. One key project under this initiative involves Microsoft and EY partnering with the Employees Provident Fund (EPF) to develop an AI-powered financial literacy and retirement planning platform for 16 million members, enhancing efficiency and engagement.
With the new Johor region, Microsoft is laying the groundwork for the next phase of Malaysia’s digital economy — one built on responsible innovation, inclusive growth, and the power of AI to transform lives and industries across Southeast Asia.
