Austin, 22 September 2026 – Texas has halted state permits sought by data-centre projects until a grid audit is completed, creating a new execution hurdle for a sector built on rapid expansion. Governor Greg Abbott directed the Texas Commission on Environmental Quality to stop issuing the permits and said other state agencies should not advance related regulatory approvals until the information needed by power and water authorities is available. The move adds regulatory timing to the list of risks that investors must price into AI infrastructure.
The state has attracted large computing projects because of its land, energy market and proximity to major technology customers. Demand from AI training and inference, however, has brought sharper attention to electricity use, water needs and the cost of new connections. Abbott’s directive says data centres must protect the grid and water resources and pay their own way. It follows an earlier request for the Electric Reliability Council of Texas to examine facilities seeking interconnection.
