Shenzhen, 25 September 2026 – Chinese cities are competing to attract AI video studios as lower production costs and local incentives push generative filmmaking towards a commercial industry. The opportunity spans software, computing, production services and distribution. Yet the speed of expansion also raises familiar questions for investors: whether audiences will pay, whether platforms can surface quality work, and whether intellectual-property rules can keep pace.
Filmmaker Zhu Zhili said officials from cities and industrial parks have approached him with offers to establish operations locally. His work is based in Shenzhen, where a technology ecosystem and support from local institutions have made it an attractive base. Other cities are offering subsidised rent, computing access and project support as part of broader efforts to develop AI clusters.
