Leader Energy Secures USD80 Million Green Financing from Maybank for Cambodian Transmission Line II

By Abigail Cheong3 min read

KUALA LUMPUR, 24 September 2025 — Leader Energy Group Berhad has bolstered its regional renewable and transmission infrastructure portfolio after its subsidiary Cambodian Transmission II Co. Ltd. (CTLII) secured a USD80 million green financing facility from a consortium of banks led by Maybank (Cambodia) PLC., which also acted as the sole structuring bank.

The facility will be used to refinance CTLII’s high-voltage assets, namely a 230 kV transmission line stretching 125 kilometres from Kampong Cham to Phnom Penh. The line serves as a vital link in Cambodia’s grid, reinforcing electricity delivery capacity to meet rising demand while enabling integration of renewable energy sources into the national mix.

Strategic Move Toward Sustainable Infrastructure

Leader Energy’s refinancing underscores its focus on strengthening its balance sheet while aligning growth with sustainability goals. By enhancing the financial profile of CTLII’s assets, the group gains greater capacity to expand its renewable energy and transmission projects across ASEAN.

Dato’ Sean H’ng, Executive Deputy Chairman and Group CEO of Leader Energy, described the facility as a validation of the company’s regional strategy. “This green financing reflects our steadfast commitment to accelerating the energy transition in Cambodia and across the region,” he said. “Strengthening our transmission capabilities not only ensures energy security but also supports national targets towards a low-carbon future.”

Maybank’s Regional Sustainability Role

For Maybank, the deal highlights its role as a sustainability leader in ASEAN financial markets. Dato’ John Chong, Group CEO of Global Banking, noted that the financing supports both Cambodia’s energy security and broader green transition.

“As a leading ASEAN bank with a presence in all 10 markets, we are pleased to partner with Leader Energy,” he said. “Our collaboration responds to the growing demand for sustainable energy infrastructure in Cambodia, catalysing economic growth and reinforcing investor confidence.”

Maybank has already mobilised RM140 billion in sustainable finance across ASEAN from 2021 to June 2025, surpassing its original 2025 target of RM80 billion.

Investor and Market Implications

For investors, the deal demonstrates two critical developments: the increasing bankability of Cambodia’s energy sector and Leader Energy’s ability to tap foreign commercial lending for long-tenor transmission assets. Transmission lines, while less high-profile than power plants, are critical enablers of renewable integration — a theme central to ASEAN’s energy transition agenda.

Leader Energy’s ability to secure sizeable green financing also enhances its financial flexibility, lowering reliance on short-term debt while positioning the group as a credible regional champion in sustainable energy. The project, by underpinning Cambodia’s grid reliability, is expected to further attract private sector participation in the nation’s power infrastructure.

Looking Ahead

Leader Energy has committed to expanding both renewable generation and high-voltage transmission projects under its aspiration of “RE-energising a tomorrow where renewable energy uplifts lives and economies.” The group’s strategy dovetails with regional pushes for decarbonisation and cross-border power connectivity, areas where private developers with strong financial backing stand to benefit.

For investors, upcoming signals will include progress on future renewable projects, expansion in other ASEAN markets, and whether Leader Energy leverages this green financing template for additional deals across its pipeline.
