That distinction matters across an economy in which labour-intensive businesses have very different margins and pricing power. A national wage increase would flow directly through payrolls, but the eventual effect on profitability would depend on how firms respond. Some might adjust prices or staffing patterns; others could invest in productivity, redesign shifts or accept thinner margins. None of those outcomes can be treated as certain before the cabinet announces a number, effective date and any transition arrangements.
