Washington, 20 October 2026 – The United States Department of Homeland Security has ordered federal civilian agencies to exclude products and services developed by Hangzhou DeepSeek Artificial Intelligence Co., Ltd and its affiliates from procurement. The order also requires removal of DeepSeek products and third-party services developed using DeepSeek implementations from civilian agency information-technology systems. It was issued under federal supply-chain security law.
For Asian technology companies and investors, the scope is important. This is a federal civilian procurement and systems restriction, not a nationwide prohibition on private use of DeepSeek. The official order is confirmed, while its commercial impact will depend on implementation, waivers and how agencies identify third-party products using the technology. Suppliers may face additional disclosure and certification costs even when DeepSeek is only one component in a larger service.
