Kuala Lumpur, September 8, 2025 – SMRT Holdings Berhad has appointed Tan Sri Datuk Seri Dr. Mazlan Yusoff as its new Independent and Non-Executive Chairman, effective today.
Dr. Mazlan, 62, brings with him over 30 years of distinguished service in Malaysia’s public sector, where he held senior leadership positions across key government agencies and ministries.

He began his career in 1988, progressing through pivotal roles that culminated in his appointment as Director-General of the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) under the Prime Minister’s Department, and later as Director of Institut Tadbiran Awam Negara (INTAN).
In March 2020, Dr. Mazlan became Secretary-General of the Ministry of Higher Education, where he led transformative reforms to modernise Malaysia’s higher education framework. His initiatives focused on institutional development, enhancing student welfare, and strengthening global competitiveness. He retired from the post in late 2021, with his contributions formally recognised by the ministry during an appreciation ceremony that November.
Continuing his dedication to education, Dr. Mazlan served as Chairman of the Education Service Commission (SPP) from 2022 to January 2025, overseeing recruitment and governance for Malaysia’s education workforce.
Academically, Dr. Mazlan is highly credentialed: he holds a Doctorate in Strategic Management from the University of Hull, United Kingdom, a Master’s in Public Policy from the University of Saitama, Japan, and a Bachelor of Arts (Hons) from the University of Malaya.
