SHAH ALAM, 22 September 2025 — Property developer S P Setia Berhad has announced significant leadership changes, appointing Tan Hwa Min as Deputy Chief Executive Officer (DCEO) and Datuk Yuslina Mohd Yunus as Chief Operating Officer (COO). The appointments come as part of a broader leadership renewal following the elevation of Datuk Zaini Yusoff to President and Chief Executive Officer, effective 1 October 2025.
Under the changes, Yuslina will assume her new role as COO from 1 October, succeeding Zaini, while Tan will formally take up his position as Deputy CEO from 17 November 2025. Both appointments reflect Setia’s strategic approach of blending internal talent development with external recruitment of seasoned professionals.
Tan Hwa Min: Bringing Transformation Experience
Tan Hwa Min brings more than 15 years of experience in property development and organisational transformation. He is currently Chief Strategy Officer at IJM Corporation Bhd and Managing Director at IJM RE Sdn Bhd, where he has spearheaded growth and operational efficiency initiatives.
Tan is also no stranger to landmark urban projects. As former COO of TRX City Sdn Bhd, he played a pivotal role in driving the development of Tun Razak Exchange, Malaysia’s flagship international financial district. His appointment is seen as a move to infuse Setia with external perspectives on strategy and large-scale urban transformation, aligning with the group’s long-term growth ambitions.
Datuk Yuslina Mohd Yunus: Proven Track Record in Setia’s Townships
Datuk Yuslina, who joined Setia in 2018 following a career at I&P Group, has been serving as Senior Executive Vice President. Over the past seven years, she has overseen operations across six major townships including Setia Alam, Setia Eco Park, and Setia Eco Glades. Her portfolio also extends to stakeholder management, asset oversight, and stewardship of the S P Setia Foundation, highlighting her ability to manage complex portfolios that balance commercial objectives with community and social impact.
Her promotion to COO is regarded as recognition of her deep operational expertise and leadership within the company, ensuring continuity as Zaini transitions to the CEO role.
Leadership Vision and Strategic Direction
Chairman Tan Sri Syed Anwar Jamalullail said the new appointments reinforce Setia’s commitment to a forward-looking leadership agenda. “By embracing accomplished professionals who bring fresh perspectives and strategic insight, whilst also nurturing internal talent, we are reinforcing our culture of innovation, resilience, and visionary leadership that will drive Setia’s continued evolution,” he noted.
The leadership changes are part of Setia’s broader strategy to build a future-ready management team, capable of navigating the challenges of Malaysia’s evolving property sector, from urbanisation pressures to sustainability imperatives.
Investor Perspective
For investors, the appointments send a signal of stability and ambition. Tan’s arrival strengthens Setia’s external strategic capabilities, especially in transformational projects, while Yuslina’s promotion ensures continuity in day-to-day operations and township execution. This combination may reassure shareholders that Setia can pursue both growth and resilience, even in a competitive property landscape marked by moderating demand, rising costs, and shifting buyer preferences.
As one of Malaysia’s largest developers, with an extensive landbank and a reputation for master-planned communities, Setia’s ability to balance leadership renewal with operational consistency is likely to be closely watched in the months ahead.
