MACC Detains Five — Including Three Civil Servants — Over Alleged RM200K False Cattle Claims

JOHOR BAHRU, 9 September 2025 — The Malaysian Anti-Corruption Commission (MACC) has taken decisive action in Johor, detaining five individuals, among them three civil servants, over allegations of submitting false claims for the supply of heifers to a statutory body. The suspects are alleged to have sought payments totaling approximately RM200,000, despite the delivery never taking place.

According to sources, the detainees—comprising one woman and four men aged between 30 and 60—were taken into custody separately when they appeared at the MACC office in Segamat for statement recording. The arrests occurred between 11 a.m. and 2 p.m. today.

Initial investigations suggest that the suspects conspired to certify and submit falsified documents to the statutory body, falsely claiming payment for the supply of heifers that were never delivered. The alleged misconduct dates back to February 2023, involving both a company owner and a manager.

Johor MACC Director, Hairuzam Mohmad Amin (also known as Hamim), confirmed the detentions, noting the matter is being probed under Section 18 of the MACC Act 2009, which deals with the procurement of property or pecuniary advantage by corrupt means. Three of the suspects are expected to appear before the Segamat Magistrate’s Court tomorrow for a remand application.

This case exposes significant vulnerabilities within procurement and verification processes—especially in transactions handled by statutory bodies. The participation of civil servants also underscores the ongoing challenge of institutional integrity and enforcement in Malaysia’s public sector. Successful prosecution could serve as a deterrent, reinforcing the MACC’s stance on ethics as central to public administration.
