Kuala Lumpur, 1 November 2026 – OPEC+ producers are expected to maintain their oil production targets for December as disruptions continue to affect exports from the Middle East.
Reuters reported on 1 November that seven participating countries had reached an agreement in principle to keep their existing targets unchanged.
The discussions involve Saudi Arabia, Russia, Iraq, Kuwait, Algeria, Kazakhstan and Oman. The group has already completed the phased restoration of 1.65 million barrels per day in previously restricted production capacity.
However, several producers continue operating below their permitted levels because of disruptions associated with the conflict involving Iran.
The situation highlights an important distinction in global energy markets. A production target determines how much oil a country is permitted to produce. It does not guarantee that the same quantity will reach international buyers.
