Kuala Lumpur, 20 October 2026 – Bank Negara Malaysia plans to issue a strategy paper and an exposure draft on the Shariah contract framework before the end of 2026, governor Abdul Rasheed Ghaffour said. The review is intended to broaden and improve the use of Shariah contracts by Islamic financial institutions. The documents are forthcoming consultations, not final binding requirements.
For banks, takaful operators and investors, the review could reshape product structures, governance and the allocation of capital across Malaysia’s Islamic-finance sector. The confirmed development is the central bank’s publication plan. The cost and commercial effect will depend on the draft’s detailed requirements, transition periods and industry feedback. Institutions should not assume that every proposal will appear unchanged in final policy.
