Beijing, 19 October 2026 – China has proposed adding 12 photovoltaic manufacturing technologies to its catalogue of prohibited or restricted technology exports, while imposing temporary pre-export registration from 16 October. The solar items cover polysilicon, wafer and cell manufacturing, and form part of a wider review spanning 40 technologies across artificial intelligence, biomedicine and photovoltaics.
For Asian solar manufacturers and investors, the immediate issue is not a blanket ban on Chinese panels or equipment. The confirmed measure applies to specified technology transfers and certain core equipment carrying controlled know-how. Its commercial effect will depend on the final catalogue, licensing treatment and how companies structure overseas plants, technology agreements and joint ventures.
