Singapore, 23 September 2026 – Meta has removed or restricted millions of scam-linked Facebook and Instagram assets with intelligence from the Singapore Police Force, including 3.64 million dormant shell pages prepared for later criminal use. The action marks a shift from reacting to individual fraudulent advertisements toward dismantling infrastructure before campaigns are activated, an approach with important implications for platform governance and financial-loss prevention.
Shell pages can remain inactive while operators build history, connections or apparent legitimacy, then be converted rapidly into scam channels. That makes them harder to identify through conventional complaint-driven systems because no victim has yet reported harmful content. Network-level intelligence can reveal coordinated creation patterns, shared administrators, payment links or technical fingerprints before the pages reach consumers.
