Beijing, 16 September 2026 – China has argued that artificial intelligence should not become the monopoly of major powers, calling for international cooperation on safety and a non-discriminatory environment for development. The message places access, governance and technology controls at the centre of the global AI contest, with direct consequences for Asian companies and capital allocation.
Beijing’s position emphasises shared benefits and broader participation, while the United States continues to use export controls and investment restrictions to protect advanced capabilities. The dispute spans chips, cloud services, models and technical standards. Companies must therefore design products around regulatory boundaries as well as engineering performance.
