Seoul, South Korea, 10 August 2026 – South Korea plans to enact a special law by year-end to accelerate three strategic mega projects spanning semiconductors, physical artificial intelligence and AI data centres. The proposal is designed to shorten approvals and environmental reviews while coordinating electricity, water, transport, housing and education infrastructure around large industrial investments.
The planned “mega special zones” framework would support regional strategic industries through regulatory exemptions, tax and financial incentives and measures to attract skilled workers. A dedicated organisation will oversee the projects, while an interagency council under the prime minister’s office will coordinate government ministries. For investors, the structure signals an attempt to reduce one of the largest risks in advanced manufacturing: the gap between corporate investment announcements and the delivery of enabling infrastructure.
