Hong Kong, 10 August 2026 – Hong Kong’s government is targeting September for publication of its first five-year plan, an effort to align economic development, housing, talent and technology policies within a longer and more measurable strategic framework.
The plan will cover 2026 through 2030 and is expected to be released near the annual Policy Address. Officials believe publishing the longer-term framework first could help residents and businesses understand how immediate policy measures connect with broader objectives.
