Offshore KWAP Probe Sharpens Cross-Border Governance Scrutiny

Melaka, 29 July 2026 – Malaysia’s investigation into investment activities involving the Retirement Fund (Incorporated), or KWAP, has entered a complex cross-border phase, putting governance, due diligence and asset tracing under sharper scrutiny. Investigators have identified Dubai, Singapore and Indonesia as key jurisdictions from which documents are expected to be sought through mutual legal assistance channels.

The inquiry formally began on 17 July and has involved records obtained from KWAP and the Finance Ministry. Twenty witnesses have given statements, including officials and members connected to KWAP’s investment committee and investment panel. Investigators are moving beyond domestic files to reconstruct how decisions, counterparties and financial flows were connected across several markets.
