Manila, 7 April 2026 – The Asian Development Bank (ADB) has launched a US$25 million multi-partner fund to accelerate the development of the ASEAN Power Grid, a landmark regional initiative aimed at strengthening energy security and enabling cross-border electricity trade across Southeast Asia.

The newly established Regional Connectivity Fund (RCF) marks the first dedicated project preparation facility of its kind in the region, signalling a major step toward building an integrated ASEAN-wide power network.

Catalysing Cross-Border Energy Infrastructure

The fund will focus on early-stage development of cross-border energy projects, providing:

  • Technical assistance
  • Feasibility studies
  • Engineering design
  • Financial structuring and safeguards assessments

By addressing project readiness challenges, the initiative aims to unlock larger-scale investments in regional electricity infrastructure.

ADB President Masato Kanda said the fund will help accelerate progress toward fully integrated ASEAN grid operations by 2045, a long-standing regional goal.

Backed by Global Partners

The initial US$25 million funding pool is supported by multiple international partners, including:

  • Australia
  • Canada
  • European Union
  • Germany
  • United Kingdom

This multi-partner structure highlights growing global interest in ASEAN’s energy transition and infrastructure development.

The fund operates under the ASEAN Infrastructure Fund (AIF), the region’s largest infrastructure financing platform, further strengthening its ability to mobilise capital at scale.

Energy Demand Surge Drives Urgency

The initiative comes amid projections that Southeast Asia’s energy demand could triple by 2050, driven by rapid economic growth, urbanisation, and industrial expansion.

The ASEAN Power Grid is designed to address this demand by:

  • Enabling cross-border electricity sharing
  • Improving grid efficiency
  • Supporting integration of renewable energy sources

The grid is expected to benefit nearly 700 million people across the region by enhancing access to reliable and affordable electricity.

A Strategic Shift Toward Regional Energy Integration

The ASEAN Power Grid is one of the region’s flagship initiatives under ASEAN Vision 2020, aiming to interconnect national electricity systems and facilitate energy trading between member states.

By linking power systems across borders, the grid will:

  • Reduce reliance on single energy sources
  • Improve resilience against supply shocks
  • Accelerate renewable energy adoption

ADB Commits Up to US$10 Billion for Long-Term Development

Beyond the initial fund, ADB has pledged up to US$10 billion over the next decade to support the ASEAN Power Grid and related projects, including:

  • Cross-border transmission lines
  • National grid upgrades
  • Renewable energy investments

This signals a long-term commitment to transforming Southeast Asia’s energy landscape.

Investor Takeaway: ASEAN Energy Integration Becomes a Mega Theme

For investors, the launch of the fund highlights a powerful structural trend:

Energy connectivity is emerging as one of ASEAN’s most important investment themes.

Key implications include:

  • Massive infrastructure investment opportunities
  • Growth in cross-border energy trading markets
  • Acceleration of renewable energy deployment
  • Increased role of multilateral financing in regional development

As geopolitical risks reshape global energy flows, ASEAN’s push for an integrated power grid represents a strategic move toward energy independence, resilience, and sustainability.

In this context, the ADB’s initiative is not just a funding mechanism, it is a foundational step toward building Southeast Asia’s next-generation energy system.
