Global Stock Markets Surge on Hopes of U.S. Government Shutdown Resolution

By Chee Liang CFA2 min read

New York / London, 10 November 2025 – Global stock markets rallied strongly on Monday after a procedural vote in the U.S. Senate advanced legislation to reopen the shuttered federal government, lifting investor sentiment and prompting broad gains across equities, commodities and derivatives.

Futures for the NASDAQ Composite jumped 1.27% and for the S&P 500 rose 0.74%. Meanwhile, European-index futures such as the EURO STOXX 50 and the DAX each rose about 1.5%, and the FTSE 100 gained 0.85%. In Asia, the MSCI Asia‑Pacific ex Japan index climbed 1.36% and the Nikkei 225 added 1.33%.

The market upside was driven by the prospect that the U.S. shutdown, now in its 40th day and the longest in U.S. history, may soon end, allowing furloughed federal workers to return, resuming air-travel screening, law-enforcement operations and other economic-sensitive functions.

Commodity prices also rose. Oil futures jumped: Brent crude added 0.71% to $64.08/bbl and U.S. West Texas Intermediate rose 0.80% to $60.23/bbl on hopes of revived energy demand from U.S. government spending.

Despite the uplift, caution remains. Market strategists warn that the shutdown already inflicted damage on sectors such as air-travel, tourism and consumer sentiment, and economic data remains patchy. In addition, rising yields on the U.S. 10-year Treasury note to 4.1356% signalled that the era of ultra-easy monetary policy may be drawing to a close.

For Asia-Pacific investors, the rally underscores three themes:

  • Resurgent risk-assets as global liquidity remains supportive despite higher yields.
  • Renewed focus on earnings growth and policy resolution rather than broad macro gloom.
  • Cautious positioning given that valuations are elevated and policy-tailwinds may fade.
