SC Charges Former Consultant in Ipoh, Putting Securities-Licensing Checks in Focus

Kuala Lumpur, 9 October 2026 – The Securities Commission Malaysia has announced two charges against a former unit trust and Private Retirement Scheme consultant over alleged unlicensed capital market activities. Henry Tan Soong Yan, 35, claimed trial at the Ipoh Magistrate’s Court, making the case an unresolved prosecution rather than a finding of guilt.

According to the regulator’s release, Tan was charged on Thursday with holding himself out as carrying on a business of dealing in securities without a licence under section 58(1) of the Capital Market and Services Act 2007. A second charge under section 59(1) concerns allegedly holding himself out as a representative of Public Bank Berhad in respect of dealing in securities without a licence.
