Phnom Penh, 8 October 2026 – Cambodia says 1,114 civilians from 357 families remain unable to return to An Ses despite a ceasefire agreed on 27 December 2025, keeping the humanitarian and economic consequences of its border dispute with Thailand unresolved. The figures were presented by Cambodian authorities as an ASEAN observer team visited the area on 7 October.
The Cambodian defence ministry alleged that Thai troops continued to prevent residents from returning and had placed barriers in the area. Those claims form Cambodia’s official account and were not independently established by the visit alone. Thailand’s position and the precise status of contested locations remain important to a balanced assessment of the dispute.
