G Capital Subsidiary Appointed NRW Specialist for Kelantan’s Water Reduction Programme

KUALA LUMPUR, 17 October 2025G Capital Berhad (KLSE: 7676) (GCAP)’s subsidiary, G Capital Water Solutions Sdn Bhd (GCWS), has received a Letter of Award (LOA) from Senie Associates Sdn Bhd (Senie) to serve as the Nominated Non-Revenue Water (NRW) Specialist for the Kelantan NRW Reduction Programme (Fasa 2).

The appointment was made under Senie, the consulting engineer appointed by Pengurusan Aset Air Berhad (PAAB), Malaysia’s national water asset manager. The federally funded programme, channelled through the Ministry of Energy Transition and Water Transformation (PETRA) and administered by Jabatan Bekalan Air (JBA), is executed in collaboration with Air Kelantan Sdn Bhd (AKSB), the state water operator.

Under the five-year appointment, valued at RM648,000, GCWS will provide comprehensive technical services including field investigations, flow and pressure measurements, leakage and hydraulic modelling, GIS verification, as well as baseline and post-replacement auditing.

Malaysia’s Budget 2026 has placed strong emphasis on water infrastructure, allocating RM3 billion specifically for Non-Revenue Water (NRW) reduction programmes nationwide.

The initiative targets the replacement of over 820 kilometres of ageing and leaking pipelines across Johor, Melaka, Negeri Sembilan, Kelantan, Pahang, and Selangor, addressing physical water losses that cost utilities billions of ringgit annually.

This government-backed effort reflects Malaysia’s drive to achieve a national NRW target of 28.8% by 2030, creating new opportunities for qualified water technology and engineering specialists such as GCAP.

Kelantan currently records the nation’s highest NRW rate at 54.5%, nearly double the national average, with an estimated 280–300 million litres of treated water lost daily, a challenge with both economic and environmental implications.

“Kelantan represents both Malaysia’s biggest water challenge and one of its largest opportunities for improvement. Our appointment as NRW Specialist under PAAB and Senie demonstrates confidence in GCAP’s technical capability and our growing role in the nation’s water transformation agenda,” said Gen Tan Sri Affendi Bin Buang, Executive Chairman of GCAP.

“This milestone, coming soon after our Perlis appointment, fits into GCAP’s long-term strategy of expanding into water infrastructure and sustainability solutions. As the government accelerates investment under Budget 2026, GCAP is ready to play a more active role in delivering measurable, long-term impact.

The Kelantan engagement marks GCAP Water Solutions’ second federal contract in as many months, following its appointment for the Perlis NRW Reduction Programme (Fasa 1). Together, these wins reinforce GCAP’s growing reputation as a key technical partner supporting Malaysia’s RM3 billion NRW initiative and the RM13 billion national water infrastructure investment pipeline.

GCAP’s expansion into water efficiency complements its existing renewable energy and infrastructure portfolio, strengthening its position as a dual-sector contributor to Malaysia’s energy and water sustainability agenda under the AIR2040 Water Sector Transformation Roadmap.
