Singapore, 2 November 2026 – Singapore’s Ministry of Manpower (MOM) is investigating around 45 companies involved in airport operations at Changi Airport for suspected work-pass offences. Preliminary checks have identified about 270 workers employed by SATS Ltd’s contractors and subcontractors whose deployment may not comply with the Employment of Foreign Manpower Act 1990 (EFMA).
The investigation matters to airlines, airport operators and service providers across Asia because large transport hubs rely on layered contractor networks for ground services. The confirmed facts are that the inquiry is continuing and MOM has ordered tighter oversight; any wider effect on staffing, contracts or operations remains analysis, as authorities have not announced final findings or reported disruption to airport services.
