Hanoi, 30 October 2026 – Vietnam’s National Assembly is considering amendments to the Law on Securities, with lawmakers seeking clearer rules for restructuring the country’s stock-exchange system and measures to ease foreign-investment constraints. The proposals include a framework that would let the Prime Minister decide the exchange model, while preserving continuous trading, independent market surveillance and investor rights during any transition. The discussion comes after Vietnam’s market was upgraded by FTSE Russell in 2026.
The debate matters to Asian businesses and investors because exchange design affects how capital is raised, how trades are supervised and how easily overseas funds can enter local companies. The confirmed proposals do not yet amount to a final law or a new trading structure. They show that lawmakers are trying to make the market more investable while limiting disruption, especially at a time when bank credit is estimated at about 145 per cent of gross domestic product and companies need broader sources of long-term capital.
