Hanoi, 29 October 2026 – Vietnam has approved a 2026–2030 plan requiring the state to retain at least 65% ownership in three major banks by 2030: Bank for Investment and Development of Vietnam (BIDV), Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) and Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank). The plan covers 21 state-owned and state-backed enterprises and sets other ownership targets, including an 86.42% direct state stake in Vietnam Airlines.
For investors and businesses across Southeast Asia, the decision clarifies where Vietnam intends to preserve state control and where it may adjust its holdings. The 65% floor is a policy target, not a transaction announcement: the plan does not specify whether the thresholds will be reached through share purchases, placements, capital raising or another mechanism. That leaves the route, timing and market impact uncertain.
