Beijing, 6 October 2026 – China is signalling that artificial intelligence, private enterprise and stronger domestic demand will sit near the centre of its 2026–2030 development strategy, raising expectations that the 15th Five-Year Plan will combine technological ambition with a more explicit effort to restore business confidence.
A 10-day policy series published ahead of the Communist Party’s fifth plenum from 26 to 29 October has highlighted the themes likely to shape the plan. The programme points to deeper integration of technological and industrial innovation, greater attention to the private sector and policy support for consumption. These priorities respond to weaker property activity, external trade pressure and intensifying strategic competition with the United States.
