Tokyo, 4 October 2026 – Residents in Tokyo are pressing local authorities to adopt measurable tree-canopy targets as record heat and continued urban redevelopment expose the financial cost of inadequate shade. The campaign in Nakano ward reflects a wider challenge for Asian cities: urban greenery is often treated as visual amenity even though it increasingly functions as climate infrastructure that affects public health, energy demand, property appeal and the resilience of streets and neighbourhood businesses.
Community organisers Kaoru Morimoto and Susumu Nirasawa have been collecting temperature readings, convening expert discussions and petitioning local officials. Their measurements found an approximately three-degree difference between shade beneath large tree canopies and areas where trees had been heavily pruned. The evidence gives residents a practical way to translate discomfort into a policy argument centred on measurable heat reduction rather than aesthetics alone.
