London, 27 September 2026 – British Prime Minister Andy Burnham has said he will put a broader social-care reform proposal before voters at the next national election, including the ambition of care that is free at the point of use. The commitment signals a potentially significant shift in who pays for support for older and disabled people, but it is not a funded policy package. The financing mechanism, implementation schedule and scope of eligibility remain to be specified.
Burnham’s latest position follows an earlier government commitment to build a National Care Service and bring forward a commission’s recommendations. In July, the government said Baroness Louise Casey’s review would report with a plan by the following summer rather than 2028. It also identified workforce pay, training and integration with health services as priorities. Those earlier actions establish a policy process; they do not themselves enact free care or settle the fiscal questions raised by the new election pledge.
