Washington, 17 September 2026 – Security experts from the United States and China are proposing nuclear-style safeguards for artificial intelligence, including explicit red lines around nuclear command systems, mandatory human control over consequential cyber operations and a dedicated crisis hotline for incidents involving autonomous AI.

The proposals reflect growing concern that increasingly capable AI systems could trigger military escalation not because either government deliberately orders an attack, but because an autonomous system malfunctions, exceeds its instructions or is misinterpreted by the other side.
