The testimony adds human urgency to a policy debate already moving toward stronger age controls, safety duties and corporate accountability.
For technology companies, the central issue is no longer whether youth safety creates compliance costs, but how extensive those obligations will become. Age assurance, content moderation, risk assessment and transparent reporting may require significant investment. Platforms also face the challenge of protecting minors without collecting excessive personal data or excluding legitimate users.
