South Korea Finds Google and Apple Breached App-Payment Rules

Gwacheon, South Korea, 12 August 2026 – South Korea’s communications regulator has concluded that Google and Apple violated national rules governing in-app payments by using their dominant app marketplaces in ways that undermined developer choice.

The regulator said the level of sanctions will be determined later. Its conclusion centres on the companies’ response to a 2021 revision of the Telecommunications Business Act, which was designed to stop large app-store operators from forcing developers to use only the platforms’ proprietary payment systems.
