South Korea Bill Targets AI-Generated Sexual Content of Fictional People

Seoul, South Korea, 11 August 2026 – South Korean lawmakers are considering legislation that would criminalise the creation, distribution and possession of AI-generated sexually explicit content involving fictional people, seeking to close a legal gap created by rapidly improving image-generation technology.

The proposal has been referred for detailed review by a subcommittee of the National Assembly’s Legislation and Judiciary Committee. Introduced by lawmaker Huh Young and nine other members of the governing Democratic Party, it would amend legislation covering the punishment of sexual crimes.
