US AI Order Deadline Sharpens the Federal-versus-State Regulatory Divide

Washington, 1 August 2026 – A key implementation deadline under the United States’ national artificial intelligence policy has brought the conflict between federal coordination and state-level regulation back into focus. The debate matters to technology companies because compliance architecture, model disclosures and consumer safeguards may differ materially depending on whether Washington establishes a uniform framework or states retain broad authority.

Executive Order 14365, signed on 11 December 2025, directed federal agencies to challenge state measures considered inconsistent with the administration’s minimally burdensome national approach. It required an artificial intelligence litigation task force within 30 days and ordered several policy actions within 90 days, including an evaluation of state laws and guidance linked to broadband funding.
