Petaling Jaya, 8 September 2026 – 99 Speed Mart Retail Holdings Bhd is being positioned as a potential beneficiary of any increase in cost-of-living assistance under Malaysia’s Budget 2027, reflecting its extensive convenience-store network and focus on everyday staples. One research assessment has reinstated a buy recommendation with a RM4.25 target price after the stock corrected 17% from its February 2026 high.
The investment thesis rests partly on the retailer’s role in the Sumbangan Asas Rahmah ecosystem. About 21% of stores eligible for the SARA programme are estimated to be 99 Speed Mart outlets, giving the group a meaningful channel through which targeted household support can convert into grocery spending. Any budget increase would still need to be confirmed, and the actual sales benefit will depend on programme design and consumer redemption patterns.
