Kuala Lumpur, 2 March 2026 – The Securities Commission Malaysia (SC) this week announced the appointment of Kamal Azira Hassan and Adnan Zaylani Mohamad Zahid as its newest board members, marking an important update in leadership as the regulator continues to drive market development and governance in Malaysia’s capital markets.
Both appointments, effective from 15 February 2026 for a two-year term through 14 February 2028, were made by Malaysia’s Minister of Finance and are aimed at reinforcing the SC’s strategic oversight in regulatory and developmental mandates for the nation’s capital market.
Experienced Leadership at the Helm
Kamal Azira Hassan brings more than 25 years of legal and regulatory experience to the SC board, including expertise in public, constitutional and administrative law, government litigation, international legal affairs, financial governance and regulatory advisory. His career spans senior roles in the Attorney General’s Chambers, the Prime Minister’s Department, the State Legal Advisor Office and federal ministries. He holds a Master of Laws in Administration of Islamic Law and a Bachelor of Laws from the International Islamic University Malaysia.
Adnan Zaylani Mohamad Zahid joins the board with over 30 years of experience in financial policy and market development. As the current Deputy Governor of Bank Negara Malaysia, he oversees financial markets and development, manages public-sector funds and plays active roles in both the Monetary Policy Committee and the Financial Stability Committee. His background also includes contributions to Islamic finance initiatives, SME financing programmes, financial inclusion and literacy efforts. He holds advanced degrees from the University of Oxford and the London School of Economics and Political Science, and serves as an adjunct professor.
Strategic Implications for Malaysia’s Capital Markets
The additions to the SC board come at a time when Malaysia’s capital markets are navigating a dynamic environment shaped by post-pandemic recovery, digital asset integration, sustainability frameworks, and evolving investor expectations. Strengthening leadership with deep legal and policy experience is seen as essential for maintaining market integrity and supporting long-term development goals.
The SC board is entrusted with overseeing the commission’s dual mandate, regulating the Malaysian capital market and fostering growth and innovation across securities and futures markets. The appointments are expected to bolster governance oversight and strategic decision-making as the SC implements initiatives to enhance competitiveness and protect investors.
