KUALA LUMPUR, 3 December 2025Advancecon Holdings Berhad (前进控股有限公司) has obtained another favourable ruling under the Construction Industry Payment and Adjudication Act 2012 (CIPAA), further strengthening its legal position in payment disputes linked to the East Coast Rail Link (ECRL) project.

The Group announced that its wholly-owned subsidiary, Advancecon Infra Sdn. Bhd. (AISB), received an Adjudication Decision dated 2 December 2025 in relation to a payment dispute with China Communications Construction (ECRL) Sdn. Bhd. (CCC). The adjudicator ruled firmly in favour of AISB.

Under the decision:

  • CCC must pay RM3.33 million to AISB;
  • Interest of 5% per annum, effective 4 September 2025 until full settlement, is awarded;
  • CCC must pay RM100,000 in adjudication costs;
  • CCC must fully bear Adjudicator fees, AIAC fees, and reimburse all sums advanced by AISB during the adjudication process.

This ruling marks Advancecon’s second adjudication victory involving ECRL-related works in 2025.

On 7 October 2025, AISB secured a separate adjudication outcome amounting to approximately RM7.04 million, also in its favour.

Together, these decisions:

  • affirm Advancecon’s contractual rights under the ECRL subcontract,
  • demonstrate consistent legal validation of its claims for completed works,
  • reinforce the Group’s stance on securing timely payment for major national infrastructure projects.

The combined adjudication outcomes highlight a continued pattern of favourable rulings that support Advancecon’s commercial entitlements and strengthen its negotiating posture in ongoing project-related matters.

Group Chief Executive Officer Dato’ Phum Ang Kia said the latest decision underscores the Group’s commitment to strong governance and contractual discipline:

“This second favourable adjudication within the year highlights the robustness of our contractual claims and the importance of maintaining strong governance in project execution. While the financial impact on FY2025 is not material, both outcomes provide affirmation of our entitlement to timely payments for completed work. We remain focused on executing our ongoing projects with discipline and safeguarding the Group’s commercial rights.”

Advancecon, an established earthworks and civil engineering specialist, is engaged in several large-scale infrastructure projects across Malaysia, including works supporting the expansion of logistics corridors, highways, and the ECRL.
